It's always controversial, but let me tell you the truth.
I know that drops are not common and that less is more. I am also aware that many some people are wary of major changes, but d2r has proven that an ability to make changes that are thoughtful and beneficial.
I'd prefer to have a rule for dibs to be in place for parties. There are games that allow for random dibs on certain levels of drops.
If an item meeting an arbitrary criteria is dropped and a player is close proximity to the drop gets access to the item and is able to pick up items or choose not to. After a short time, if the item isn't taken up, it will be accessible to grab.
I'd like to find sets, uniques and specific runes designated as a dibs period of 5-10 seconds to allow an unspecified player to pick for every drop.
If they do not want the item , it's fair game. This makes drops somewhat more fair, and would not be controlled by quick fingers or moochers with a greater interest in droppings instead of fighting.
I'm finding myself playing less and less with other players which means I get to see more good drops for myself (I'm too greedy, what else could I say?) I'm particularly keen on initial kill tables.
This model of dibs works extremely well for parties playing other games. Every player gets the drop, however it's actually reserved to one person. Everyone feels like they have at least the chance to get equipment.
This isn't instanced loot which means we're not overloading the market with goods and it's not overly restrictive. It's a bonus if it can be a setting during the time of game creation.
