I have an arc with the following property:
- 3700HP.
- 120-150% elemental resolution.
- 65% chaos resolution.
- 8000 armor and 7500 dodge stats.
- 93% chance to remove magic damage and 10% full life.

Now my tank usually dies within 100 deli cards. So I want to know if there is a way to build an effective defense? What attracts worse to invest?
You are a wet paper when it comes to defense.
First of all, limit your spell suppression without being completely direct, it's too unreliable.
I assume all your prime resistors are limited to that, so no problem there. The 65% haphazard resolution is fine, if you can increase it to 75%, but that's not a priority.
8k armor and 7.5k dodge might also be non-existent. Either way, you should aim for at least 30,000+ if you want both and over 50,000 if you choose one. you can achieve this with lots of fixed stats on gear, potions, determination/grace and some tree passives.
For life 3.7k is just enough, you should aim for at least around 4-4.5k. You can have it at this low, but usually it comes with a much heavier defense that you obviously don't have, so get extra life on gear, passive plants, and trinkets if maybe.
While your main problem is 100% deli cards, they still rip through amazingly even if you have a lot of defense. one way to mitigate this is to freeze and cool, although you can't kill enemies instantly, you can freeze them, giving you a lot of soft defense.
I'm not sure what you're playing, I need a pob for more specific advice and if your build is even 100% realistically capable of working out of the budget you have.
